I think the riots and continued unrest played a larger role than a lot of people are willing to admit, but that seems to have mostly settled down now (along with improving pandemic impacts), so the city is well-positioned to rebound.

There are not enough legitimate candidates running for at-large. Who else is there (in addition to Tom Olsen) that could push out Forney/French? Severson in 2 also appears to have no challengers, ugh.

Businesses like grocery stores are not going to abandon a customer base (downtown residents) that continues to grow. That would be like saying, "no we would prefer to make less money". I'm not too worried about the businesses that cater to the needs of residents.

Looking for silver linings, at least this trend would allow the city to go very drastic with future street reconstruction projects downtown. If the office population isn't going to recover, then give the streets back to non-motorized users.

Maybe hydro power reasons? (I can't think of any other reason to maintain the intermediate pool other than just inertia) I also think it would be much better left as rapids, it was really cool to experience. It added a few acres of free new park space below the bridge.
