There's a lot of theories going around that the police incited the riots in various ways. What makes these not completely crackpot conspiracy theories is the longstanding feud between the police department and the city.

Regarding the Washington Ave, the flashing yellow isn't an attempt to imply ROW but because the feds said that green bicycle signals may only be used when there's no conflict with other phases. It's also easier for criminals to hide in underpasses as opposed to overpasses. Besides flooding and the fact that the interchange is eventually going away this was a mentioned as s factor in not building a tunnel for the I-35W path under the Black Dog Road ramps.

Isn't the fact that this is a "cursed restaurant property" an indication that there's maybe already too much retail in the area and an indication maybe we shouldn't insist on them building a lot of retail?

When I'm a pedestrian or bicyclist I consider a grade separated crossing the best possible scenario because then I'm completely separated from cars, and not a "compromise. It's almost like you can make something walkable without hurting people in cars if you can build pedestrian overpasses and multi-use trails to keep motorized and non-motorized traffic separate.

Carver County is the main driver of the configuration, they've agreed to accept jurisdiction of the road on the condition MnDOT cough up with a large chunk of money to build it the way they want. I'd imagine they're putting a non-mountable curb on the trail side of the roadway so they're allowing some space for motorists to bypass a disabled vehicle rather than have traffic back up to Mendota Heights every time it happens.

Actually a competent planning process did recommend LRT down I-35W, the 1992 DEIS for I-35W from Washington Ave to I-35E. That ship has sailed now that between I-494 and downtown isn't going to need rebuilding for another 50 years.
