What a great use of this property! I really think this works well on this corner and think they've done an awesome job of incorporating a Starbucks without it being gross. I hope this moves forward - that car wash is really a sad, sad eyesore.

I'm sure it was just clogged storm drains - you can see the guy is trying to clean them in that photo. If it's essentially a bowl, where all the surface water has to flow out via storm drains - and they're clogged with stuff, it'll fill up. That happens all the time on city streets too.

I would consider a lack of bike facilities on Hennepin to be a dealbreaker, for any number of reasons. I didn't go into details but I am guessing that the drawings are currently at a schematic level which is typical for city approvals and once they get cleared of litigation they will fork over the significant amount of money required for full drawings for permit.
