Concerning the webcam for the Loring Park tower, I just called and talked to Brian Gordon (Project Manager) about having a webcam. They're actually working on that at this time. So, I suspect before long, they'll have a webcam for all of us to view the progress.

I suspect that the day the Minneapolis Tribune photographer snapped the pic, there was a temperature inversion which is why the smog was quite dense.
