This always looked to me like an overly ambitious, overly complicated project that was going to be a very long shot to pull off. Lander seems to have a weakness for projects that shoot for the stars, but fail to keep their feet on the ground.

If the issue is really moving people within Minneapolis, there are a lot of local buses (and aBRT coming online) that are much better attuned to doing that job.
