True, and that was a mistake. 3/4 of this full block, including the entire 3rd St frontage, has zero provision for future activity.

Plan for a phase 2 with air-rights development over 36 towards the Rosedale Tower and those older apartment complexes? Bonus: MnDOT rebuilds the cloverleaf as a tight SPUI or similar which creates surplus land for redevelopment on the corners.

Also despite being two miles apart, Boston requires a local transit transfer to get between South Station and North Station by rail (Red-Orange or Red-Green). That parking ramp really was a mistake in so many ways. 3/4 block hostile frontages on Park and Chicago, and a full block of hostile frontage along 3rd St. And as you note we're only hopeful for meh frontage facing the stadium/park/4th St.
