Whenever I hear "Test" it begs the question... what does a successful outcome look like? what is quantifiable? I hope it's not just a test to see if they can keep LOS-A.

Yeah, I'm not sure what to think about this. Good for Hodges for standing up for something? Or bad for Hodges for not getting on the same page as your immediate subordinates before going public with something? More the latter than the former.

What's the harm in ranked choice elections? Maybe require a small petition to get on the ballot to ensure you don't get flaky candidates (I'm sure there are plenty of people who would pay $50 to file for office but are too lazy or disengaged to get 50 residents to sign a petition for the same thing).

So linking doesn't require "smart" alarms. Correct. Modern electrical code requires all smoke and CO alarms to be on a single branch circuit with an extra wire (usually the red conductor in 14-3 romex) connected to each alarm station.
