I don't understand the distinctions here. A common complaint among those opposed to the plan was that no outreach was done. Which I would take as "Please do more outreach." I was at the airport yesterday. I flew back from Orlando Florida on Delta Airlines. In my opinion, the baggage claim for terminal one is absolutely disgusting.
