I don't think free fares will do anything to improve ridership. People don't choose not to ride because the fare is too expensive. They don't ride because transit doesn't work for them. This isn't a bad location. It's right next to HCMC. The largest employer downtown. It's also a few blocks from quite a few large residential building and there is a new apartment building next to it that is almost complete. The Christmas Market should be on the Mall.
