I'm hoping they don't assume a terminus at East St. Cloud Park & Ride. They could build a stop there for all the park & riders, but there also needs to be a stop at the Amtrak depot and good bus connections to downtown.

The 542 is primarily for serving the American Blvd. Corridor while the 540 is for 76th/77th Street. For whatever reason the 542 used to be (around 5 years ago) operated with regular buses, but as far as I know minibuses have always been used on the 540. At least they stopped using the Ford paratrans...

There is consideration of cutting Route 614, which operates between Ridgedale and Minnetonka Heights. Comment period in April, and if approved the route would be cut in August. So is the Orange Line Extension unofficially canned?

Will this bus feeder have the same stop spacing as regular local buses? If that's the case then I suppose it's better than a limited-stop, which means limited-accessibility, Orange Line Extension.

It is shovel ready. The only obstacle keeping it from starting construction is funding, 80% of which is assumed to be coming from the federal government. Might be worthwhile to see if we can get most or all of the funding from a different source.
