Didn't see it either, but I understand that as things currently stand, a skyway to the library only connects you to the library and nowhere else. This is obviously fine, pretty great even. But really why not save a 1/3 or 1/4 block for a future phase (hopefully exceeding 6 stories)? You can still build a ton of units now, and there’s like no harm in setting aside some of this property that Doran/CSM already own
