You're probably thinking of Hamline Station. Not only did they close the entire very wide sidewalk, they kept it closed much longer than they needed to.

Not looking at it right now, but iirc they are conditonally allowed in C4 and one of the downtown service districts, but there are also some pretty restrictive development standards. Edit: They're conditional in C4 and B4C. 250' buffer from R and OR, 500' from schools, day cares, libraries, and parks.

Off-sale needs 5 contiguous acres C2+, and outside of B4 districts, is subject to 2000' buffers from other off-sale licenses and 300' buffers from schools & churches.

Is there any desire to cap the railroad trench through downtown and old St. Anthony (by Superior Plating)
On the downtown side it's a contributing feature to the Warehouse Historic District.
