If the city is funding them, the city can set conditions. Though I think implementing such a change will be difficult.

On a related note, I wonder if some neighborhoods will choose to form true HOAs in the wake of things like this, the rezoning, etc.

The report mentions the reduced demand for office space since the original project was proposed, but I thought this particular area still had strong demand and was charging somewhat higher rates than other suburban office parks.

It's a little weird that the Gold Medal Flour and Grain Belt beer signs are beloved all around, and at least in the case of the Gold Medal Flour sign must have received public money to still be there, but no, we can't have any more. It makes sense to keep them there given that's where they started. But yeah, it is cheaper too. One article I read said that the average salary would be $48K, which goes a lot farther in AL than it does here.

*shrug* They're just really limited in what they could do there even if they wanted a different approach. It's walled in by two freeways and a river valley, dominated by the MOA, and has the airport directly north of it that creates some additional limits.

I don't think people want chains per se, but Downtown is expensive for the independents, which is why so many of them have such limited hours.
