This could either be a massive step forward to making "East Town" a better place to live, work and play or another acceptably mediocre project that doesn't accomplish much but eliminate another surface park lot. I'm not holding my breathe.

Legally, yes. There's nothing in the zoning code that says proposals have be a certain level of grandeur. If it needs variances there's no room to negotiate, that's not how variances work. If it needs a CUP, that gives the city a little more bargaining power but still not very much. No, try again. That should be the city's response to this turd of a proposal. If they are going to insist on the 600 park spots they city should insist that apartments cover the entire exterior at a minimum if not higher and a decent amount should be Section 8/low income/workforce housing. As I was waiting to board the Green Line at Westgate yesterday I notice first floor windows of this building had a "coming soon" with a bunch of cocktails on it. I have no idea if it's going to be a full restaurant or just a bar.

Going back to the news that RBC is looking at moving it's worth noting that the Pohlad Family Foundation, and presumably the family offices in general, are located in RBC Plaza. I'm not saying it's going to have an impact on the Gateway block in anyway but I thought it was worth noting.
