Maybe the existing trench could be capped off entirely around Groveland, Clifton, and Oak Grove and more N/S streets be reconnected? I had hoped to. I was afraid EB94 traffic heading to uptown would just drive through the new tunnel and then back through Lyn/Hen commons, causing further congestion....

Fixing MN 252 / 85th and Cedar / 42 would make a big dent on the congestion. True. I was under the impression the current expansion is just a stepping stone.
The expansion into the North parking lot West of Ikea would be 2.0 (Lots of High end shops).
No 3.0. But then again doesn't really matter.
