As far as I know, all we've got for actual public bathrooms downtown are at Target Field Station (intermittently open, don't seem to have posted hours), the library (open decently late on weeknights, not so much on weekends), City Hall/Government Center (business hours) and the Common...

If they're worried about all the new car traffic they should build it without all those parking spaces. According to the City of Coon Rapids traffic counts Northdale Dr has about 15000 cars per day. Even if this development produces 2 car trips per day per unit that's only a 5% increase in traffic....

Speaking of fares a bill was introduced in the House to require transit within the 7 county metro area to have at least an 80% farebox recovery ratio.

No. Resolutions don't need the Governor's signature. If it's passed it won't be a law it will be the Minnesota legislature formally asking the Federal government if they can use the money for something else than it was intended for.

To be fair, I don't think it has so much to do with race as it does with not wanting people to loiter, vandalize, or defecate in the skyway. As has been pointed out above, there are ways to work around the paywalls and get the Strib for free, so this isn't really an exercise in getting the best price.
