I would tend to think they're eliminating the smallest units. If the condo market really is turning around then Opus might be re-thinking the strategy. Build an apartment tower now with fewer small units that might be more easily turned into condos later? I'd guess any developer building something ...

Scaffolding now covers the Washington Ave side of the building. I think they started replacing some windows but I'm not 100% on that.
