Street connections are unfortunately a loaded topic, as certain business interests are concerned they will bring in the wrong people (which is super racist). To be fair, I don't think it has so much to do with race as it does with not wanting people to loiter, vandalize, or defecate in the skyway. ...

Union Depot is pretty much always open. I don't know about the rest. That said, most of the problems seem to occur in the skyway linking to the LRT station. People flying out of T2 won't be able to afford to stay at the hotel. Problem solved.
