I've heard they're basically tiles: like a brick with a 1/2" or 1/"4 veneer shaved off (no idea how they're actually manufactured) and so you've gotta mortar the whole thing and lay them like tiles.

I don't remember whose policy it is (maybe the city) but because those promenades are not publicly owned, they don't want curb cuts because it might give people the impression that they can use them? Like it's wild and incredibly dumb but I've been told that's what the city wants.
