There's a typo on there, it should read 2726 and 2728 Stevens Avenue, not Colfax Avenue. They get it right on page 2.

The east-of-the-river portion of the work might get underway in 2013, but Hennepin County's website clearly states that the 4th St entrance ramp project won't begin until 2014.

I'm sure you can find tons of examples on crosstown routes 2, 21, 23, 46, and 515 where they stop at two consecutive short-side blocks. Are you talking about the NB 35W entrance from the 3rd/4th St trench, between the Dome and West Bank Station?
