They appear to be MH-6 Little Bird helicopters. They flew between Grant Park and The Hilton Garden Inn! Also flew close enough to my building to be able to see the legs of the soldiers hanging out the side of the helicopter.

They're getting ready to shift the course of the skyway inside E-MC² itself to a temporary(?) hallway. While they are moving around the construction barriers I got some glimpses of progress (sorry no pics). It appears that the escalator near the Hennepin Ave side is gone, as are all traces of Border...

They remodeled the elevator lobby on skyway level. Moved the entrance to Sew What! and the temporary construction walls came down yesterday to reveal this:
