It certainly looks like it is a somewhat schematic rendering of the Minneapolis Skyline in the second one. The street grid is more or less correct, and the big three are there as well. In order to fit under the railroad bridge on Lexington, I would assume it would be operated with a Cutaway style small bus, not a 30' full size bus like the 87. Yes, the long intersecting runway (4/22) is an actual runway, but it doesn't do much to increase capacity, since the two parallel runways have to be shut down in order to use it.
