According to the listing it looks like the interest-only loan came to term (probably at twice the interest of the original loan). So maybe just a bad/mistimed financial investment on a good asset? Almost 70% leased doesn't seem terrible in today's market.

Since they announced they're leaving after 5 years, my guess is they had a 5 year lease with 5 year option to renew and didn't take the option. This is a standard commercial retail lease length so you'll often see places announcing closures at the 5 and 10 year mark.

The DFL house passed an adult use cannabis bill in 2021 after spending the couple years before doing listening sessions etc. So I think a lot of the specifics are already worked out and ready to go. But you're right about optics. https://www.house.leg.state.mn.us/cannabis/
