I guess the tradeoff is either a station with a great connection to the D line vs a poor connection with the F line but with more residents/businesses in walking distance of stations? Is there a technical reason why they chose James over Emerson/Fremont? Is the stop spacing too close? I can't imagine that the headways would be short enough for that to be a problem.

Don't you need like a special dispensation to *not* have full movement connections wherever two Interstate routes intersect? Especially when a 3-digit meets its parent. (Of course, an "interstate" running from Minnetonka to Minneapolis is maybe not exactly what Eisenhower had in mind.)
