There's a maintenance facility being planned beyond the end of the line at Oak Grove which would have to be relocated. It also looks like Oak Grove is being planned as something analogous to Bloomington's South Loop with higher density housing.

My guess is that the ridership isn't that strong and they're trying to make new connections to increase ridership. The extended route with lower frequency still uses the same amount of resources. Ramsey County needs to figure these issues out. IIRC, the renovation cost around $250 million which is a lot of money for a facility that largely serves as a parking garage and bus layover (and a wedding venue). Amtrak leaving would really cement the renovation as being a colossal waste of money.

My guess is that there's a larger decrease on 4/6/17 compared to the 54. 54 has a lot of airport workers compared to the 4, 6, and 17 that serve a lot of downtown workers. 6 and 17 used to run every 3-5 mins at peak but are now down to 10-15. MT has barely invested in coverage, and in a lot of cases it's actually contracted over the years. 20+ years ago the White Bear Lake area was served with several local and express routes to downtown St. Paul.
