Seems like this whole situation could be easily resolved by just cancelling the contract with Ryan and opening it up to bids. Hopefully the city wises up. Yep, the best way to increase ridership is to reduce service... makes sense to me! I don't think the editorial was advocating increasing ridership. The idea is to reduce the operating costs. Less service on days when ridership is low will result in less subsidization for the days when it is running...

If the state doesn't pony up some money, then it shows the feds that all levels of government are not cooperating. I was a bit surprised this scored so lowly. But this is hardly a "shovel ready" project. Better to put the money into something that will provide immediate construction jobs. That was one of the main goals of the capital projects money after all.
