Yes, while parking lots on top of the freeway wouldn't be anywhere near an ideal use of the air rights, it takes care of the costs of decking. That doesn't preclude something better from being there in the future.

Some of the comments on the Yglesias article are getting a bit hysterical, but I give the Save Dinkytown movement credit for their ability to mobilize, even if I don't find their goal here to be particularly in the area's best interest.

I've filled a few options in, primarily in my neck of the woods (naturally). Generally so far the suggestions seem relatively on target, but I'm hoping that wherever they pick, the planners expand in the same direction enough so that there is a decent enough coverage area that ridership increases.

Tennis courts aren't exactly overused places (I've never had a problem getting one in Northeast Minneapolis), so I tend to think that won't be the most efficient use of limited downtown parkland. I think the lack of density is really paralyzing the system, because it makes it useful for only some trips, essentially. I'm surprised they didn't do a better job potentially allowing transfers with LRT. A few of those lines appear to not intersect at stations, which really minimizes the effectiveness any streetcar network as a feeder.
