The GoTo Card was one of the first US transit smart card implementations. As an early adopter agency, it isn't surprising that they are now behind the curve. The benefit is that Metro Transit will get the latest technology instead of being a tester for the 2nd gen fare payment systems.

I like fare capping to replace the bus passes and even paper transfers. It would also be nice get rid of the peak and off-peak fare distinction, which seems to be an uncommon practice. The minimum width between the new spans is about 20 ft and the max is about 33 ft. It seems like it could be challenging.

The urban/suburban divide will exist either way. A lot of suburbs in the Metro Transit service area have bad service, so it largely shows which suburbs have prioritized transit service and which ones have not.

No, only the south/west metro suburbs opted out. Minnetonka is also an opt-out but has an agreement with the Met Council to provide additional service instead of having their own system. Why not just use Marquette and 2nd? The infrastructure is all there and underutilized and I doubt the express bus network is ever coming back like it once was.

For the MOA terminal I don't see why they can't just build a third terminal track where a bus bay is. The streetcar is only supposed to be 80 feet long as it is. Moving the light rail terminal across the street is a terrible idea and doesn't seem like it will provide an improvement for transfers or ...

MVTA has been improving the 475 to the point that it runs hourly midday now. Improving that more might be an even better solution than the Red Line as it gives a direct connection that skips the MOA stop.

There's a maintenance facility being planned beyond the end of the line at Oak Grove which would have to be relocated. It also looks like Oak Grove is being planned as something analogous to Bloomington's South Loop with higher density housing.

My guess is that the ridership isn't that strong and they're trying to make new connections to increase ridership. The extended route with lower frequency still uses the same amount of resources. The south end of the route from Burnsville Center and Fairview Hospital to Apple Valley Transit Station ...
