Are there any good reasonably objective measures of how close a city is to being out of space? I feel like there is a good amount inherent subjectivity to that measure depending on how space is defined and if that space is at it's highest and best use.

Don't the Wilf's/Vikings have some preposterous long, super controlling & super cheap lease on the land the Longhouse sits on?

It would be great to get that entire block redeveloped but that would like require the relocation of the ME building which currently doesn't seem to have any momentum.

Looking at Google Maps the only ramp that fronts Smith that doesn't have an entrance/exit on a different street is the Holiday Ramp at Kellogg. That's a great improvement over the current parking ramp I really wish it looked better next to the Jones Library. They just kinda are just there and there is no really interaction or cues between the two buildings.

I can't give you a direct answer on either of those questions, I would venture to guess it is more control than the Park Board would be willing to give. I'm also guessing you are thinking of Parade Stadium that was torn down in the 90's and now there are just a couple sets of aluminum bleachers.
