Part of me wants to wager which will happen first
the US will get true HSR first in one shape or form (i.e NEC upgrades, CAHSR, brightline west, etc) and start to make some progress after decades of trying

The only number that mater are the ridership numbers, if transit is viewed as "safe" then more and more people will be willing to ride again, although if there's still a lingering fear about it then the recent increase might start to slow down and or plateau.

Yep, although to be fair I haven't seen a lot of of hyperbolic statements for or against NLX (or at least compared to other projects I can think of), but its still there and still can negatively effect the project.

I think that's a bit unlikely since weren't the opt outs because some some political meddling and statures in the late 80s to early 90s.
