That's a strange little corner of St Paul. Lots of apartments, light industry, an airport parking lot/parking ramp that seems to be consistently full full, and strip malls. Mostly developed in the 1970s, and very isolated from the rest of the city. I don't see a whole lot of appeal for living there, but apparently thousands and thousands of people do.
It is a strange little corner of the city, and although I'd never want to live there myself after years of going through the area I think I understand the appeal of it in this way. It is approximately equidistant to the two downtowns and both routes are fairly easy rush-hour traffic (river roads into Minneapolis, or Shepherd to Saint Paul). Also, the access onto 62/494/55/35E for anyone commuting south or west is pretty easy. VA Hospital and airport are other major job centers nearby.

Needless to say if airport access is your thing, it's a good spot.

The recreational amenities (Hidden Falls, Fort Snelling) are also pretty good.

So, yeah, weird spot but I can see why thousands (in a metro of > 3 million) would want to be there.

Cooper's Foods is closing... wonder if any redevelopment conversations will start up again? Seems like there's a lot of vacant storefronts there, and losing an anchor can't be good for whatever's left.

It appears that the owners of Sibley Plaza have a new plan for the property. At first glance it still looks pretty suburban

Looks like an apartment building and 2 medium box stores. I can't tell if there are retail bays on the ground floor of the apartment. It will be interesting to hear what price point these are. There are some lower end housing around here.

This appears to be the old plan, so no news at all it seems.

Now that the Riverview route has been chosen and will directly serve this site, hopefully we'll see a much improved redevelopment a few years down the road. The Riverview line won't open until 2027 at the soonest (10 years!), so I'm actually hoping they don't redevelop this site for a few years. The closer the rail line is to reality, you can imagine a larger and larger project (with fewer parking spaces) being approved. If they come back with a revised plan in the next 1-2 years, I'd bet it will still be quasi-suburban, include large amounts of surface parking, relatively few units, etc. I'd much rather wait for the market to improve in this area (currently fairly low-rent area) and see how much better/bigger of a project the market could support in ~5 years.

I read that Sibley Plaza is getting both an Aldi and a Planet Fitness. Hoping to fill back up with no remodel.

The Aldi is going up fast and the Planet Fitness is nearing it's gran opening! I am excited for a low price grocery store in the area.

This reminds me of people being excited for Sun World to take over the old Cub/Rainbow building at Seeger Square (Arcade St) rather than shooting for a larger redevelopment that could take advantage of transit improvements. Reusing/filing a badly designed strip mall is a negative in my mind, as it puts a major roadblock in the way of better land use and streetscape.

Has there been a site plan published for Sibley Plaza and the Aldi? Seems like there should be plenty of space to build some new housing or mixed use similar to what is happening in front of the Minnehaha Ave Aldi.

I agree with your thoughts on this, however the large low income community across the street has been without an accessible grocery store for 2+ years. I volunteer at the food shelf there and know how badly it is needed.
