Does anyone have any idea what's being built adjacent to the south side of 494, between I-35E and 52? I drive past it every day and have no idea what it is. It's pretty tall, like 5-10 stories, and mostly steel beams atm. There are two parts, one is a hollow box closer to the freeway, while the other is more rectangular and has floors installed.

Seems ridiculous to put the commercial suites on the interior Cub Foods parking lot access, but leave blank walls facing Travelers Trail and Nicollet Ave.
I don't like that it's being done this way, but I can answer it. Drive-up retail has always very much outperformed walk-up retail in HOC. There are a lot of people stopping by car off of 13 or Nicollet (mainly for the Cub store) but not a lot of walk-in customers who live in the area. As someone who lives in the middle of HOC, I can attest that it has lots of pedestrians, which is great, but it's almost all people walking for fun and exercise, not for errands or shopping.

The planners of this project probably have that fact in mind. They want HOC to have another big-ticket retail tenant that will draw people off the highway (though I have no idea who, if anyone, they're actively trying to attract) but they don't have enough faith in its walkability to change the design for walk-up customers. If they do have a particular tenant in mind, the nature of that tenant might be a factor too, but that could be wishful thinking on my part.

The Sears in Burnsville is closing, but the Gordmans will reopen.

That leaves 5 Sears (Brookdale, MOA, Ridgedale, Maplewood Mall, St. Paul) and 2 Kmarts (Lake/Nicollet, 35E/Maryland) in the Twin Cities.

When Sears closes, JCP will be the last original anchor at Burnsville Center.

Yes. Dayton's was another original anchor, which converted to Marshall Field's for a few years when that rebranding occurred, then became a Macy's after the chain was sold to May.

The fourth anchor at Burnsville has seen the most changes -- it was originally Donaldson's when the mall opened, then became Carson's in the late 80's when the former company went out of business and was purchased by the latter. In the mid-90's, Carson's left, and Mervyn's took over the space for about a decade until that company closed their Minnesota stores. After that it became a Steve and Barry's for a short time, but that didn't last long due to the company's issues. After that closed, the space was divided into two separate spaces, with Dick's on the upper level and Gordman's on the lower level, which brings us to today.

That strip mall is never all that busy. I don't get the parking concerns. Plus, it's a bunch of potential new customers for the businesses there.

Apparently, a proposal went past Burnsville City Council in July for 358-446 apartments in buildings up to 80' high on the east side of 35E between 42 and Southcross.

Sun Thisweek newspaper noted that the city council reversed their stance on rezoning for apartment complexes this year:

I also stopped in at Burnsville Center last week when I was in Minnesota. The Sears being gone has really hurt the east side of the mall. Most of the vacancies (~15) are on the second level, while 2 or 3 were on the lower level. They should look into some redevelopment options. Dakota County is currently looking at a BRT station at 35W and 42, and it would be nice to be able to tie it into a residential and office project.
