"The project is in the conceptual phase. Preliminary engineering work begins in 2017. The plan calls for Dale Street to be repaved between Central and University avenues. The new concept:

Widens the bridge.
Improves safety for all.
Includes reconfigured through lanes and left turn lanes to accommodate traffic volumes and facilitate better traffic flow.
Adds a shoulder in each travel direction for safety.
Widens sidewalks to provide safer and improved passage for pedestrians and bicyclists in all seasons."

"Walkability study: In 2014 the Dale Street Pedestrian Demonstration Project was completed with the goal to improve pedestrian safety and friendliness. The community was engaged to participate through workshops, on street field visits and public meetings. The study resulted in recommendations for pedestrian enhancements leading to the bridge and on the bridge."

"Construction is anticipated to begin in the 2018 season."

Ah yes, adding shoulders so the design speed increases. Excellent way to improve things for bicycles and pedestrians.
