The Nine Mile Creek bridge closure will be delayed until January 2017 instead of November 2016.

I attended the presentation this past Wednesday at the AAA offices in SLP about the project, I was in the second, less well-attended session. Here are some notes from memory.

The Nine Mile Creek bridge is being replaced with a causeway. The causeway will be built on pilings that will be driven well down into the bedrock below the marsh (50 feet?), spaced every few dozen feet will be a drainage tunnel to allow floods that rise above the creek banks to flow through, plus there will be a single 10' high 14' wide tunnel for wildlife (deer) to pass through.

The W 16th ramps are only closing the southbound ramps. MNDOT approached SLP over closing the ramps in different years. A few years back the city was approached for closing the northbound ramps, because of neighborhood complaining the city did not give consent to close the northbound ramps. This past year the city was approached over closing the southbound ramps as part of this larger project, after debate (and maybe a different council make up?) the city consented to closing the southbound ramps.

The Cedar Lake Road on ramps are being extended to allow drivers to get enough speed to enter traffic and exit without slowing down in the traffic lanes. Someone asked why then if northbound ramps to W 16th are left open won't the off ramp to W 16th be extended for safety too. The answer was that there was fear extending the exit ramp to modern safety distances would just be perceived as a new third lane exiting to 394 and during traffic congestion invite high speed through traffic. ¯\_(ツ)_/¯

This project could not add any capacity in any way, thus no new lanes, but even more simple ... no new auxiliary lanes either. Adding any capacity at all would have required a new traffic study, which would have both cost money and taken time. Money they didn't have (cuz state budget) and time they didn't have. Because 35W in south Minneapolis is still on calendar for work in 2018, MNDOT wanted 169's Nine Mile Creek causeway done before 35W work begins.

MNDOT will have minimal decision making regarding local street congestion, and because when Edina's western side was developed the city did a spectacularly crappy effort at creating artery streets linking neighborhoods, the cut through traffic along "quiet residential back streets" is raising apocalyptic warnings by residents. The MNDOT rep basically ¯\_(ツ)_/¯.

Is anyone going to the informational meeting on November 10th? I will be out of town unfortunately. I'm hoping to see some images of what the causeway will look like.

There was a hand drawn sketch of the causeway at the AAA info meeting. I hoped for something more detailed with measurements.

Preliminary design for a new interchange at 169 and 101st in Brooklyn Park. It would create improved access to the Target Campus, Botineau facility and station, and future business parks and housing foreseen coming to the area. As well as restore a road crossing across 169 from east–west in the form of a new arterial road.

If you live west of 169 and need to get to the station, you currently would need to drive to 109th to cross. There are estimates that 15% of workers driving to the area including the Target Campus are coming from the north and word is the 109th intersection is rather heavy right now with traffic.

The new interchange is going to create a new arterial to cross 169, as well as relieve traffic congestion at 109th and make it easier for drivers from the north to get to the current campus and future businesses that are seen as coming to the station area.

I dunno, I kinda buy it. Since this will be the Botineau end, also a significant trail crosses through near here, I hope the station area doesn't slouch on the pedestrian accommodations.

We're talking about more publicly funded infrastructure development to fix traffic problems created by a sprawling corporate campus in an unsustainable location? Is that what's happening here?

StarTribune reminding everyone 169 will totally close off at the Nine Mile Creek bridge starting January 10th and stay closed for a planned 9 months.

You will be hearing loud angry complaints about the detours required from this. 35W falls unexpected and Minnesotans grinned-and-bear it. Nine Mile Creek bridge is taken down by plan before catastrophic corrosion brings it down suddenly and everyone will bitch and moan.

The Nine Mile Creek bridge closed recently. The exclusionary maze neighborhood Parkwood Knolls has been flipping out because their residential streets are the shortest detour route around the closed bridge and GPS has gives thousands of cars paths through.

The city of Edina saw this coming and had signs up saying basically, "This Is Not The Detour You Are Looking For". Determined drivers with GPS knew better and carried on straight through.

Drivers have been flying through residential streets at high speeds to get through the maze.

The city has a response. Temporary chicane barriers narrowing the two way traffic down to one lane making people take turns.

Residents are freaking out by the social media comments.

On one hand, I'm sympathetic to property owners who don't want high-speed traffic in front of their streets. On the other hand, I'm sympathetic to the idea that just because these people chose that location for their home (which was intentionally platted to force vehicle traffic on other streets), or that Edina chooses to assess street construction 100% to property owners, doesn't mean this is a hardship to them (the old "our land use + transportation planning system has intentionally put wealthy single family homeowners at an advantage over poorer, typically apartment dwellers when it comes to vehicle traffic and noise thing). The chicanes could have been done in a way to slow speed while still letting vehicles through in both directions. And these Edinans will survive. But also, so will Kevin.
