[Some "C" street that was subsequently renamed to the continuation of Washington after the bridge was built?]
The streets here were originally numbered (see this map; Washington was Fourth). It appears that the streets were all renamed at the same time, once the bridge was constructed.

[I think you accidentally linked to the same map twice.]

After I made the discovery, I found this University history site.

Take a look at the 1885 map on that site -- it has the streets lettered, but not yet named, and it actually does call out "C Street (Washington Ave SE)". Per wikipedia, the bridge was built in 1884.

You're right, the first one should have been this one: http://geo.lib.umn.edu/twin_cities_maps ... 01428a.jpg (Andrews, 1874); the other is from 1892 (Foote). So clearly there was a lot of name-changing going on in this area during a very brief period.

Interesting that the streets are alphabetized north -> south, but were numbered south -> north.

Might have something to do with the length of the building. Short length buildings seem to rise faster than longer/larger buildings. I think this building would be considered two of a regular length building. So one floor would be like two of a shorter length building.

I believe they were also digging out an oddly shaped basement parking space for a while.
