Alatus' appeal of the HPC denial will be heard at the June 9 meeting of the City Council's Zoning & Planning Committee.
Even though many of us predict that the appeal will be granted (unanimously even), I do think this is one of those rare cases where it would be useful for "YIMBY" types to show up and testify in support of the project. Even if there is strong support for the project on the City Council, it would be good to provide "political cover" for Lisa Bender and Jacob Frey (etc), just to show the public that there is, in fact, broad support for the project.

Public testimony is over. CM Frey (not a member of the Z&P committee) is now addressing some minor design issues & adding conditions of approval but is obviously strongly in favor of the project.

Now on to Lisa Goodman. She wants the existing building to be publicly advertised for sale/relocation for a period of 3 months. This condition was added unanimously. She is supportive of the project overall, referencing The Carlyle.

EDIT: As predicted, unanimous approval by the 6 members of the Z&P committee. With Frey also in support, there's your 7 votes. I still predict unanimous 13-0 at the full Council (which will not be subject to a Public Hearing)

I believe the HPC decision to allow demolition said the building had to be put up for sale for six months, so that motion is a modification of the HPC decision.

Thanks for the great insider info! Yep, Alatus argued that the building was already on the market for a few years so 6 months wouldn't do much good.

I'm guessing "for sale" in this case means to a buyer that would be moving the structure?

Yes. And I'm pretty sure the Alatus rep said that anyone who wanted it could come and take it for free.

Interesting that Goodman mentioned her regret for making the developers of the Target HQ 8 stories shorter than originally planned. She wishes she would have let them keep the height, and now believes that height, done well, is needed and wanted in Minneapolis.

She's still anti development anywhere outside the core, though at least for her the "core" is nebulous and changing.

As expected, the appeal passed the full council unanimously.

So to get technical, since there were a number of appeals.

1) The appeal by the developer to grant the certificate of appropriateness for the new building was granted
2) The appeal by the developer of the certificate of appropriateness for demolition of the existing building, to change the condition that they offer the existing building for sale for six months before demolition, to offering the building for sale for three months, was granted
3) The appeal by the neighbors for east bank livability of the certificate of appropriateness for demolition (aka they wanted to prevent the demolition of the existing building) was denied.

These were all decisions by the Z&P and it looks like the City Council approved all actions of the Z&P.

^ when you say offering the building for sale for 3 months, you are talking about giving someone the opportunity to buy the building and move it somewhere else, right?
