Urbanized Area Boundary

So the 2010 Census numbers mean that the Met Council needs to redraw the Urbanized Area boundary for transportation planning purposes, and one of the interesting results appears to be that our MPA appears to cover a small section of Wisconsin for the first time ever. This presentation appears to show the MPA expanding into small segments of Sherburne, Wright, and St. Croix counties for the first time, and the last page of the presentation indicates that an MOU with Wisconsin will need to be drafted.

I don't know from a practical standpoint what this really means, but it would seem to indicate that federal highway projects in St. Joseph Township would fall under the jurisdiction of Met Council in addition to Wisconsin. What I really don't understand is why that specific segment is being included - it's north of Hudson and doesn't appear from Google Maps to have much population at all, while Hudson looks like a no-brainer to be included, but isn't. Anybody have insights?

St. Joseph Township is where the new St. Croix river crossing is going to connect to Wisconsin.
