Each city police department seems to me to have its own "cop culture", some more vigorous than others at repressing dissent and at repressing exposing anything that puts the organization in a bad light.

If we use KKK as shorthand for white nationalists, the military is on the look out for being used as a training path for race militants of all stripes. Open racism today is a sure way to get disciplined, but evidence of membership in a race militant group will get you dishonorably discharged.

One woman felt it was such harassment she moved to St. Paul. Another pointed out citing lack of insurance are serious because in a traffic crash it all then falls on the one with insurance.

An urbanist can see these as issues that come up for the poor in cities socially engineered around the car.
