As I recall, Uniqlo has a three story store on 5th Ave in NYC that can't possibly be profitable because of the rent, just to establish a major presence in the city.

If they don't open a store in one of the largest and most visited malls in the US, they're doing presence wrong.

According to the article. It said they will be opening 100 new stores in the U.S. over the next few years.
It said "aims to"; that doesn't mean they necessarily will.

If they open new stores when their existing stores aren't making money, then they're doing business wrong. Doubling down doesn't work in retail; it just makes existing problems worse (see: Target Canada, and numerous other examples over the years). I'm sure they've looked at MOA and, if they continue to build stores, we will likely get one at some point. But first they have to get their business in order.

Bloomington residents could see property taxes go down as much as 5%, as the original MOA TIF districts expire, returning property taxes to city, school, and county coffers for the first time in 25 years.

Phase II already has gobs of public funding secured, as approved by the legislature in 2013. Instead of TIF, they are relieved from paying into Fiscal Disparities (or something like that). The article mentions this a little bit. So instead of taking dollars out of Bloomington's tax base, it'll be from the entire metro Fiscal Disparities pool.

Good for. Bloomington. The two phases should be evaluated separately, since it's not like a sub-optimal TIF for the first phase should require they do it again for the second.

Though I'm still not happy about the fiscal disparities funding the new phase.

Interesting to compare and contrast this TIF with the Eagan Outlet Mall TIF district which will likely expire with a major deficit.

So when exactly are they starting on phase 2? I thought they were expecting construction to commence in April 2016. Haven't seen or heard anything about it though.

But isn't the issue here just timing? There was a major delay with the Eagan project, so it was vacant land not producing much increment.

Mall of America is going to start closing the transit station from 2:10 am to 3:45 am Mondays through Fridays, and at undetermined hours on Saturdays and Sundays. I would imagine they are doing this because there are a number of homeless who sleep in the transit station nightly. I would hope that the Mall reached out to the City of Bloomington about alternatives for those people.

Indoor Go Carts, and Virtual Reality coming to the Malls 4th floor next to the Comedy Club. A first of it's kind in the US. This India based company is also opening in Europe and Dubai. Interesting name as well!

Huh. I've got a highschool friend who is/was a projectionist there, and she mentioned a couple weeks ago that it was getting closed and renovated, but she made it seem that it was just being upgraded to a more modern (AMC) theater, with stadium seating and the like. She didn't say anything about it becoming an Entertainment Experience.

Bummer, no more theaters on the Blue Line now. I wonder if they'll build one in the next phase.
