Carter has asked to have new rentals exempt from the cities rent control. I expect Ryan and other to resume now

It's not at all clear if the Council has the legal authority to make meaningful changes to a voter mandated ordinance.

It's another good demonstration of why this is a terrible way to run a government.

Yes.

Bloomington's had a few referendums, but they've been things like "Should we allow taprooms?" They don't deal with things no one has ever tried before in the United States and that require a knowledge on how the construction and finance industries work to understand the effects and nuances. Or so complicated and nuanced you have to have multiple court battles on what the question actually reads if it's complicated enough to require an explanation.
