There must be a lot of space underneath that concourse or the land must be really expensive, because I can't figure out how this project costs over $60 million. There's really not much there.

I posted a breakdown of the costs early in this thread as reported in Finance and Commerce. Costs have since increased (I think mostly due to environmental cleanup).
Here’s how the $54 million project budget breaks down for the new home of the St. Paul Saints:

•$25 million for the structure and finishes
•$9 million for demolition, site work, utilities and environmental work
•$6 million for land acquisition
•$6 million for design and other soft costs
•$3 million for furniture, fixtures and equipment
•$3 million for financing
•$2 million for contingencies

Option 1: Field Condition
Field Condition is a dynamic, interactive public art piece for Lowertown Ballpark’s West Plaza. It is a wall-mounted sculpture, consisting of 735 cut aluminum baseball bats. LED lights are embedded on the end of each bat and create an interactive field of pixels on which animations are projected. In the months leading up to the construction of the piece, the design team, Futures North, will host Batting Practice! across the state of Minnesota in order to digitally collect three dimensional swing patterns of
baseball and softball players from a wide range of ages, backgrounds and locations. This data will be used as inspiration for both the design of the sculpture and the animations projected by it.

Option 2: Meander
Meander is a dynamic, interactive public art piece for Lowertown Ballpark’s West Plaza. Comprised of 28 sculptural objects and it is inspired by the Upper Mississippi River’s shape, bathymetry, and 28 locks along its course from Saint Anthony Falls, Minnesota, to St. Louis, Missouri. Each section is artistically fabricated out of cast glass and masonry — made from silica and lime harvested from the Mississippi River Valley which have been crucial to the industrial history of Saint Paul. The glass cap of each piece contains an embedded LED light, which illustrates the changing water conditions of the river and organically reacts to viewers’ presence.

@ Field Condition: just because something can be graphed, doesn't mean it should be. and what is "interactive" about this? It seems that it would be on a static loop of previously recorded swings- that's not interactive.

@ Meander: interesting, pleasant to walk past and be around, but a person would not recognize a connection to the river, baseball or anything else without some lengthy explanation, so the meaning feels forced/not intuitive. Still like it aesthetically though.

The playing surface can be a "field." So maybe Target Field just refers to the dirt & grass and the Pohlads can sell the name of the building to someone else. :)

Will there be a skating rink and warming houses for the winter ? Can't find that info in their website but I remember hearing that it'll be used for that as well.

Semantics... they play at Midway Stadium right now. But I see why that makes more sense.

Of the parks in the MLB the names are broken down like:

Park: 13
Field: 9
Stadium: 5
Other: 2 (centre and coliseum)

But if we look at those built pre-2000 it changes to:

Park: 3
Field: 7
Stadium: 3
Other: 2

More knowledge from the useless trivia department.
