Osseo Rd & Penn is getting a much needed upgrade. Received this notice today-
Intersection of 44th Avenue N, Osseo Road and Penn Avenue N closing for major pedestrian improvements

Beginning Monday, Sept. 8, the intersection of 44th Avenue North, Osseo Road and Penn Avenue North will close to traffic for approximately three weeks so major pedestrian improvements can be made to the area.

During the intersection closure, traffic to 44th Avenue North will be detoured the following way:

Southbound Osseo Road traffic will be detoured to eastbound 49th Avenue North, to southbound Humboldt Avenue North.
Northbound Penn Avenue traffic will be detoured to eastbound 42nd Avenue North, to Fremont Avenue North. Weather permitting, northbound Penn Avenue traffic will be allowed to continue to 44th Avenue around Monday, Sept. 22.
Detour routes will be posted on temporary signs throughout construction.

This work will improve pedestrian crossings and traffic flow at the intersection, including:

The addition of a median along Osseo Road just west of Penn Ave. The island will make it possible to add an additional Osseo Road pedestrian crossing.
Reconstruction of pedestrian ramps at all corners of the intersection.
The addition of bump-outs of corners, which will shorten street crossings and create more pedestrian space.
The addition of street lights to improve lighting for pedestrians.
More visible, block-style crosswalk markings.
The addition of a bike lane along Osseo Road.
Because of the changes to this intersection, the traffic signal at Penn Avenue is being reconstructed as well. The new traffic signal will have overhead mast arms for all approaches and also include countdown timers for the crosswalks.

Nice article on North Mississippi Regional Park and how it's funded. I particularly like the bit at the end about using the funding source for the proposed land bridge over I-94!

More murky Brian Rice shenanigans.

As soon as I saw the headline containing "Obscure Law", I knew his name would crop up.

I'm no fan of Rice but in this case I think it's a good outcome. Remember, he wasn't the only one who made this happen. He was the back-bencher who had the language drafted. A lot of people participated in making this happen.

I don't care if you love the funding -- the fact that this law is so buried that two of the technocrats directly impacted by it didn't know it existed should tell you that this is the type of opaque and baroque legislation that we should frown upon.

That's a fair point. Given what we have, using it to do a land bridge that will serve thousands seems like a good use.

A couple old streetcar commercial buildings at Fremont and Lowry were gutted by fire last night: http://www.startribune.com/local/minnea ... 02882.html

Upper Harbor Terminal presentation: http://www.ci.minneapolis.mn.us/www/gro ... 133511.pdf

(If there is a dedicated thread for either "Above the Falls" or the terminal redevelopment itself, help a brother out. I could not find one, but I swear we've talked about it.)

I also tried and failed to find the thread containing the discussion I feel like we had, so I made a new one.

Neat piece on the rehab of the old North Branch Library building:

It would be amazing to see all the old commercial spaces in the area get this kind of treatment.

The last Penn Ave open house is tomorrow night. They are envisioning it as a "complete street".

"Uptown Imports", which I am familiar with on the 2900 block of Harriet Ave S, is moving to North: http://minneapolismn.gov/www/groups/pub ... 137113.pdf (PDF plans)

Staff is recommending approval at the next Planning Commission meeting.

Address is 1419 Washington Ave N, the SW corner of Washington & 15th (site backs up to I-94).

Spoiler alert: I jumped ahead to the end of the report and apparently the original location at 2904 Harriet will close. It sits right on the Greenway, so hopefully something nice will come of that.

Well, they occupy land on both sides of Harriet right up against the Greenway. The city might do well to use this opportunity to get back some right of way for future extension of a 29th St whateveritwillbe. The same firm (Balance Properties III llc) owns the lot behind Uptown Imports to the west AND the sites adjacent to the Greenway across Garfield. If a deal could be made with that one firm, the city would be only 1/2 block away from Lyndale where the 29th ROW is intact.

You should get that information over to Lisa Bender ASAP! (as I'm too lazy to do it myself)
