Developer Hines' proposed seven-story office project in the North Loop passed through the Heritage Preservation Commission Tuesday.

The project, dubbed T3, includes a 263,000-square-foot timber and steel office building at 316 Washington Ave. N.

The T3 development will involve new building techniques to produce a rustic, yet modern structure. The building will have 70 stalls in one story of underground parking, according to plans submitted to the city.

Hines Director Bob Pfefferle told the Journal last fall that T3’s first floor will be mostly retail, with collaborative, creative office space filling the upper six floors. The project will be built on the parking lots next to the Cedar Lake Bike Trail, adjacent to Hines’ Dock Street Flats development.

Construction is expected to begin early this summer and the building is slated to open next year.

Hines controls and plans to redevelop the rest of the Rail Yards Area southwest of the T3 project, according to plans submitted to the city. There are no current plans for future projects.

Man, that 316 Washington Ave N address is deceptive. T3 is actually going to be tucked back along the trail, between Dock Street Flats and the 3rd St/I-94 viaduct.

I'm a little surprised there wasn't much complaining that Hines completely changed gears to build T3 instead of the 25-story apartment building (Dock Street Flats Phase 2). That's the kind of thing that usually gets quite a bit of airtime on these here forums. You'll recall how many keystrokes were spent when Nic on 5th was shortened by 7 floors.

It will be interesting to see if Hines eventually tries to turn Dock Street over to the city. From that map, it's obviously already parceled out to accommodate that move.

The difference here is that there's innovation and creativity involved with the T3 project. Increased height has nothing to do with making this a good project. The height works well for the context and scale of the North Loop. The Nic on Fifth project was chopped off ( including the visually striking cantilevered crown) to create the awkwardly proportioned squat box we see now. The street level is dark and uninviting. It honestly contributes very little to making Nicollet Mall more interesting.

Any word on a ground breaking here? We are so concentrated on the East side that we kind of forget that there are projects on the west side of downtown that are in the works or under construction.

It would be nice if they could realign the access from 3rd Avenue North to align with the historical 3rd Street North, rather than paralleling the viaduct.

Do we think Dock Street will remain private forever, or will the developer eventually want to turn it over to the city?

I wish this project could be used to tie a pedestrian/bicycle crossing across the great train moat. The only other crossing is at fourth street, but completely bypasses dock street (and thus the bicycle trail). There actually was a stairway on it, but unfortunately, about 5 years ago the stairway was removed. It really isolates a nice little part (bevs wine bar area) from the rest of the NL.

Last day of June and the building has not even had ground testing that I am aware of. So much for this getting off the ground on time.

I'm not too worried, these projects rarely get of the ground when developers say they are. Not a lot of space to fill, with Hines as the developer; T3 will happen.

A bunch of equipment has appeared in the parking lot southwest of the site (between the viaduct and N 5th Street), and it looks like some activity at the actual T3 site, too.

According to a friend who received communication from management at Dock Street Flats, they're having the surveyor there today to plot the placement of a temporary construction fence.
