There is certainly racism to some extent, but the question should be is it actually non-negligible. If fear is proportional to bad behavior with negligible variance due to an outside factor like race, then there is no problem. If, however, it is non-negligibly higher when african americans are involved, then it would be a problem.
Now, all that would need to be done is define what a non-negligible amount is, and adequately quantify crime/bad behavior and "fear". Then we could begin coming up with solutions if we find a problem to be addressed, and attempt to get them implemented.
Or, how about lets take the easy route, and argue about racism and political correctness on twitter.
